The Remote Area Planning and Development Board (RAPAD), has been a provider for the Federal and State Government funded Rural Financial Counselling Service for more than two decades.
Over the years we have realigned and expanded to deliver government initiatives including Small Business Financial Counselling, and the Business Wellness Coaching. Follow the links below to find out more about our teams.

Management Committee
Our Management Committee was established in 2016 at the commencement of the newly formed RFCSNQ.
Members represent decades of experience in leadership, agri and small business, financial counselling, local government and advocacy.

David Arnold
David Arnold is the CEO of Rural Financial Counselling Service North Qld, and the Remote Area Planning and Development Board, a position he has held since 2003.

Cr Rick Britton
Rick has significant demonstrated experience in public administration, leadership and governance, along with a lifetime of knowledge of primary production in some of Australia’s harshest climate.

Cr Tony Rayner
Tony has extensive experience working in senior executive positions across a variety of sectors including agriculture, employment and training and regional development.

Bruce Scott OAM
Bruce has extensive governance, leadership, community consultation and community development skills along with demonstrated experience in small business, primary production and public administration.

Rachel Bock
With a solid understanding of the agricultural sector and the financial hurdles faced by regional businesses, Rachel is determined to guide RFCSNQ in its efforts to strengthen rural communities and businesses.
Our service area
Our large and diverse region covers the local government areas north of and including Isaac, Barcaldine, Longreach and Barcoo.
